More about the two programs…

H-2B Seasonal Workforce Program

Experienced, Long-Term Seasonal Labor Built for Scale.

When summer-only student availability isn't enough, the H-2B non-immigrant program provides a stable, experienced workforce for extended peak seasons (up to 9–10 months). Ideal for hospitality, resort operations, landscaping, and food service businesses managing high-volume demand.

What Employers Need to Know:

  • Dedicated & Skilled Talent: Unlike general temporary labor, H-2B candidates are experienced workers looking to return year after year. They require minimal onboarding and deliver immediate operational productivity.

  • Full Filing & Pipeline Coordination: Navigating the Department of Labor (DOL) and USCIS regulations can be complex. We handle the entire overseas sourcing, candidate vetting, consular interview preparation, and arrival logistics to match your certified DOL start date.

  • Wage Transparency & Compliance: Workers are paid strictly according to the DOL Prevailing Wage Determination (PWD) for your specific county and job classification, ensuring 100% federal compliance and preventing local wage distortion.

  • Cap Strategy & Returning Workers: We help you navigate the annual USCIS H-2B cap and prioritize "returning workers" who may be exempt from cap limits, ensuring higher approval rates for your open positions.

Employer Responsibilities:

  • Government Processing: Employers are responsible for standard DOL/USCIS filing fees and mandatory petition expenses as dictated by federal law.

  • Prevailing Wage & Transportation: Employers must offer prevailing market wages and cover initial inbound/outbound travel costs for participating workers.

J-1 Summer Work & Travel Program

Turnkey Seasonal Staffing with Zero Agency Fees.

Through the U.S. Department of State’s BridgeUSA program, we connect American businesses with vetted European university students for peak summer operations (May 15 – October 15). This program is designed for rapid integration with minimal financial overhead for your business.

What Employers Need to Know:

  • Zero Recruitment Costs: Foreign sponsor organizations and participants fund the administrative costs of the program. Your business pays $0 in agency or recruitment fees.

  • Fully Vetted & English-Proficient: Every applicant undergoes rigorous pre-screening, including English fluency checks and video interviews, before their profile reaches your desk.

  • Strict Legal Compliance: Candidates arrive on valid DS-2019 forms, pre-registered in the U.S. government’s SEVIS database. They are issued Social Security numbers and are fully authorized to work on standard W-2 payroll.

  • FICA & FUTA Tax Exemptions: Because J-1 participants are non-resident students, employers are exempt from paying Medicare, Social Security (FICA), and Federal Unemployment (FUTA) taxes on their wages, lowering your overall payroll overhead.

Employer Responsibilities:

  • Housing: Employers must provide or assist in securing safe, affordable housing near the worksite. If you do not have on-site housing, Outsource Balkan assists in sourcing local arrangements.

  • Standard Documentation: To approve job placements, sponsors simply require a copy of your Business License, Workers' Compensation Insurance, and Federal EIN.
